Scientists are expressing confidence that vaccines against the coronavirus will be developed much sooner than thought. But with the hopefulness is mounting concern governments might not be ready to meet the demand.

On Sept. 3, 1783, the Treaty of Paris is signed, officially ending the American Revolutionary War. The treaty established the United States as a free and independent nation. Its borders were established, which included the 13 original Colonies as well as land stretching from the Georgia-Florida border to the Great Lakes and from the Atlantic Coast to the Mississippi River.

The Philippines, an old U.S. ally and more recent friend of China, is bouncing one superpower off the other, trying to get benefits from both sides, observers say.
