By Mike Allen · Dec 13, 2023

🐫 Happy Wednesday! Today's PM — edited by Noah Bressner — is 494 words, a 2-min. read. Thanks to Sheryl Miller for the copy edit.

🎁 Holiday tip: Time is running out to mail gifts and have them delivered by Christmas morning, Axios' Kelly Tyko writes.

Despite "tipflation" and "tipping fatigue," most Americans are planning to be as generous in holiday tipping this season as they were last year — if not more, Axios' Jennifer A. Kingson writes.

  • Why it matters: Tipping has become a fraught issue as the pandemic pushed up the amounts we pay service workers and the number of times we're asked to tip.

🧮 By the numbers: 15% of U.S. adults will increase how much they tip this holiday season, according to a Bankrate survey of 2,413 people.

  • 44% plan to tip the same amount this year.
  • 13% say they're decreasing holiday tips.

The survey found that younger generations are more likely to say they'll increase tips.

Hunter Biden — in a remarkable appearance at the Capitol today — defied a House GOP subpoena to sit for a deposition behind closed doors and challenged lawmakers to hold a public hearing, Axios' Erin Doherty writes.

  • Why it matters: It's his latest effort to take control of the narrative surrounding multiple high-profile investigations and public controversies.

Risking contempt of Congress charges, Hunter attacked Republican lawmakers and said he was worried they'd leak his deposition out of context.

  • "For six years, I have been a target of the unrelenting Trump attack machine shouting, 'Where's Hunter?' Well, here's my answer. I am here," he said.

🔮 What's next: The House is set to vote tonight on formally authorizing its impeachment inquiry into President Biden.

The most watched shows on Netflix aren't what you'd guess.

  • Why it matters: For the first time, the streamer released detailed viewing data for thousands of shows and movies, Axios' Rebecca Falconer writes.

Netflix's top series don't include popular licensed shows like "Breaking Bad," "Seinfeld" or "The Office." The list from the first six months of 2023 is heavy on Netflix originals:

  1. "The Night Agent": Season 1
  2. "Ginny & Georgia": Season 2
  3. "The Glory": Season 1
  4. "Wednesday": Season 1
  5. "Queen Charlotte: A Bridgerton Story"
